How do you get the cyborgs to disembark from them? warzone 2.3 beta 5

Make sure the transport's on the ground, right-click on it, then click on the cyborgs.
If you want to disembark them all at once, select the transport and alt+click on the ground.

Cyborg Transport - Harassment
This game can be often compared to Chess. In Chess your weakest piece of the game is actually the strongest. In Chess it is the Pawn. In Warzone 2100 it is a Truck. The second most valuable piece is the Cyborg Transport. The Cyborg Transport can be used in ways you may not know about. To use the Cyborg Transport do you actually need to put Cyborgs in it to work to your advantage? No!
It would be helpful for you to take a closer look at the Cyborg Transport. Besides being able to carry ten Cyborgs what else can it be used for? Harassment! The Cyborg Transport is heavily armored and has an Assault Gun Turret attached to it; underneath, which fires at the same rate as an Assault Gun Turret, that you use with tanks or as a hardpoint, and it comes pre-built.
I'm not sure if there is a limit on the number transports that can be built but for my needs "nine" is a nice round number. Build nine transports and do not load any cyborgs on them. What you are going to do is fly your transports to any Oil Refineries, that you don't own, on the map.
As you know the AI or your opponents have already beaten you to the punch and have claimed those Oil Refineries for themselves. That's all right, we don't care. Wait until they've built up the area with whatever base defense they feel comfortable with - a little more rope to hang'em; and then, either moved on to a new location or return home to their base.
Take a map like Basingstroke, visualize the map, see the locations of the oil refineries, notice how they are scattered all over the place, how much time and effort to move a truck from homebase to any one of those locations? 1/2 hour? Are you seeing this?
Now if you really want to piss your opponent off until he is just screaming at the computer - here is what you do: Take your 9 Cyborg Transports and fly to the oil refinery that is furthermost from your opponent's homebase first and then work your way back to their base, land your Cyborg Transports on or as close as you can get, to the oil refinery.
Here's what is going to happen: Once you fully land, the Assault Guns on your Transports are going to open up on the nearest targets - generally these will be base defenses - Don't worry about them the Cyborg Transport is after all heavily armored, remember, and like a Timex it can take a beating and keep on ticking.
The base defenses are shooting at you, you are shooting at everything - eventually the oil refinery explodes and you immediately lift-off and move to the next refinery - you will of course destroy some of the base defense - who cares? They weren't the intended primary target - collateral damage. Your primary target is Harassment.
Can you imagine the ramifications of this action upon your unwary opponent? This game revolves around the oil refinery/generator concept - remove the oil refinery and nothing works. Then you can simply take your opponent apart at your convenience as long as you remember to block his base exit points so he can't build new refineries.
On the Basingstroke Map this can be easily done - for other maps - you should experiment to see what works best for you personally and hope like hell you never meet me in Multiplayer, I will destroy you.

What is the incentive for war? Fewer oil rigs.

They do have HMG.
