It is in "My Documents\Warzone 2100 2.x\config".
Open it with Notepad.

Banning for using too many smilies? That's harsh; I don't know any forum that would do that. o_O If there were more than one row of smilies, I'd just edit the post and tell him not to do it again. Heck, Lav posts rows of smilies all the time, and he is a moderator.
