For the purpose of categorization I would propose that a format be introduced to the beginning of all idea threads:
- A descriptive name of the suggestion and the user name of the person making the suggestion
- A descriptive summary of the idea
- The idea in full
Example:

Introducing ammunition limits to all units by Avestron
Summary: - This idea revolves around the increased dynamic of warzone units and defensive structures carrying a depletable stockpile of ammunition and the introduction of rebalancing and infrastructure to make this feasible - as an optional mode, not main)

With such a format it would be a simple matter to manage a single well-organized locked topic sticky for a moderator or particular user to update on a regular basis
Quality control could be assured through requiring a predetermined number of vouches or moderator approval and would allow non-compliant and utterly ridiculous suggestions (I don't know.... fantasy variant of WZ?) to slip away into obscurity, while simultaneously encouraging users to submit 'single' ideas in each thread.
The moderator just copy-pastes the title,name and summary section and turns the title into a url - presto and finished.

As the number of suggestions pile up you could consider sub-dividing the list into two or more sections (such as splitting weapon suggestions into a number of weapon categories). And the best way to go about this would be to reserve the very first post of the sticky topic as an index for the other sections - each encapsulated into a single post.
For example:
- Index starter post (plus rules and format in brief)
- weapon suggestions
- terrain suggestions
- campaign suggestions
- etc.

The same could be applied to other sections of the forums - particularly the showcase - so as to keep track of contributions.
