Well I've decide to go through the campaign again and am on Alpha 7.
I decided to recycle one of my more experienced units to churn out a second commander. The unit came out - experience 87 and yet demoted to rank 'regular'. I had noticed the same problem with the 1st commander but thought it just decided to recycle the least experienced unit - but in fact it seems to be an issue with commanders.
So is this intentional? I am starting to wonder if I should just churn out commanders from less experienced units from now on...
