Is that the first mission beta 1?
if so, it could be that the Collective VTOLs have destroyed your HQ, which you need to display the map and the design function.
if not, it could may well be a bug.

If your Command Center is gone, this is normal - you need to build a new one.
If the Command Center is there, it's a bug - report it on the bugtracker.
