#1) If you need to move your heavy body across the map quickly.... Hover

#2) If your heavy body is going to be taking heavy enemy fire for an extended period of time- tracks

If you are going for #1 on a budget or don't have the tech, wheels

If you are going for #2) on a budget or don't have the tech, or need a little more speed: Half tracks

And then of course there is VTOL- Fast, a lot of firepower, not much HP, and long reload times...

It also depends what type of weapon your units will be facing.

It also depends on if you are playing campaign or multiplayer (hover has been given a boost in the current multiplayer version, with a top speed of 300 rather than 200)

Consult the following tables to help make your decision on which propulsion to use:

If you're in a long game on a large map and the other ppl have hellstorms or ripples, eiehter fully upgrade you're thermal armor asap, try to outrange thier arty, or use hover scourge for quite hits at the defense until you get an opening.

Neither Hellstorm nor ripple rockets do thermal damage... why upgrade thermal armor ASAP?

I'f focus more on taking out the sensor that spots for them, and setting up counter battery sensors.
Is the arty defended by AA? A quick vtol strike could take out most of that artillery before any air defenses are put up- meanwhile you expand your artillery capacity and put up CB's
Or tracked units approach the enemy front line, free from artillery fire...
These situations are too poorly defined to give any meaningful answers

Asking that seems very similar to:

"What is the best direction to go?"

hardpoints, towers and bunkers are nicely dealt with by Bunker Buster, a medium body and Hover propulsion for speed
i use tracks for slogging it out with vehicles
half track for mortar/ artillery
wheels for repair and trucks
