Ok,VTOL means Vertical Take Off and Landing,so...A VTOL should be able to hover on its target like a Heli...
Personally I would implement another propulsion,the prototype for VTOL:
STOLs,which means Short Take off And Landing.Actual jet fighters but can't hover and can land in a short space.
Discuss.I will make a drawing and a tech tree(or so) with my dear old paper and my old pencil in the meanwhile

Hovering could be useful for some VTOLs, especially those which can shoot their weapon many times (like hypervelocity cannon), so they can empty their weapon faster. Hovering would, though, make them more a target for AA. I think it's not such a big deal in Warzone, as they can still take off and land like real VTOL craft, and most VTOL weapons are one-shot. I think that implementing STOL instead of VTOL in Warzone is not worth it, because the craft are exceedingly slow for air vehicles anyway, and thus would be even more unrealistic.

The classification, Vertical Take-off and Landing, is limited to the capability to vertically take-off and land. There is no requirement for hovering in flight.

But technically a VTOL (e.g. the Harrier,is a VTOL)should be able to hover <.<

No, the term is not "Vertical Take-off and Hovering and Landing". It's "Vertical Take-Off and Landing". It doesn't need to be able to hover in order to take off and land vertically; it just so happens that thrust vectoring and rotary wings are the best way to make an aircraft VTOL, and these provide hovering capabilities.

yes, hovering is a side effect of the aircraft's ability to take off and land completely vertically, not a requirement

The F-35B Lightning 2 stealth strike fighter can take off and land vertically.
It cannot hover in combat.
It uses lift-fan based VTOL technology.
Warzone 2100's VTOLs use lift-fan based VTOL technology.
