Nah, they're controlled by onboard cybernetic "brains" like the ones in the research center, which learn from previous engagements and improve their targeting. Experienced brains are removed when a tank is recycled and are installed on new vehicles as they are built. Trucks and repair vehicles use simpler brains which don't learn. Along with their onboard brain, vehicles are also commanded remotely by radio control and, later, by synaptic links.
How else would NEXUS be able to hack them in Gamma 5? If they were manned, I don't see NEXUS being able to take over the crew's mind. If they were fully remote controlled, you wouldn't lose experience every time a vehicle is destroyed because the crew would be reassigned to a new vehicle.

Precisely? The crew can't be transferred from a destroyed vehicle because they were killed?
As for taking over minds: I assumed it was just that once the Synaptic Link was researched, all existing vehicles (tanks) were "upgraded" with the vehicle's interface being replaced with that whole "technology in the base of your spine" deal. If that's the case, and NEXUS operates by simply taking over the I/O parts of the synaptic link, then you basically have troopers with all of their memories, but no actual control over their bodies/vehicles. Unpleasant to be sure, but fits in well with the sadistic tendencies of NEXUS.
