How to do cheat mode

So I'm looking at wiki and it says to start the the game with "--cheat" but where do I put it in? do I change the name or type it will its starting. what is the command line option?

Read up a few posts, it is all explained.

You got 3 options, use the command line (start->run->cmd) or add it to the shortcut or edit the config file.  Then that enables cheat mode.

nope cmd says stuff like path not specified and could not open it or something, and i cant find the config file and not sure what creating shortcut means
