This has been asked & answered before, many times.

Anyway, just host game.  Pick map & T level.  Click OK.
Now you will be looking at you and some AI units that have sliders.
Your friend should join now.
If they can't, then tell them to try join ->IP and enter your IP.
If still can't, then you/they are blocking the ports that the game uses.  open up 9996-9999 in firewall & router.
If still can't, sorry, don't know what else to tell you, but something is blocking the game.
