When is release 3.3.0?

It's been 2 years since the release of the latest version of the game. Me and a lot of players wonder when will 3.3.0.
The latest master versions have shown stability and no problems. But the release is still missing.
I have two questions.:
1) What prevents to make a release?
2) How many us his wait (day, month, year)?
