I can only assume you're asking about the texture not loading, yes? I took a quick look at the files and found that a couple naming conventions are incorrect.
Rename the folder directory, textures to say texpages.
Also, unless you're not going to reuse the other textures from "page-7-barbarians-arizona - Copy.png", rename that file to just say page-7-barbarians-arizona.png (remove the " - Copy").
Your mod should work then.

Don't forget to replace spaces with hyphens

If you are using multiplay or campaign folder then replace spaces with hyphens or it will not work
If you are using autoload then it should work just fine without hyphens
