Question about EMP weapons

Are the EMP weapons suppose to damage units and immobilize, or are they only intended for immobilizing units? I ask because I used EMP-Cannons and they did not do any damage even against a truck.

Yep, it is a support weapon that increases the amount of complete kills by preventing retreat and repair, if used effectively, but useless on its own without a damage dealing weapon.

Also it is underpowered in current balance - too late, heavy, expensive, and not many tanks used that late - the game seems to become mostly about vtols and artillery at this phase.
