Python Scorpion Cobra - can design but not manufacture them

i can design cobra python and scorpion but then they never show up on the manufacture list. what do i need to do so i can make them??

you need to upgrade (build ) the next section of the factory - there is a total of 3 factory modules - 1 = t1 weapons 2= t1 and t2 and t3 is all weapons / bodies / propulsions.
