Units that are able to construct should have the ability to create mountains that can be used as barriers. Hills become a physical part of the map and cannot be destroyed.
Advantages:
If your base is surrounded by mountains, you should be safe from enemy, land units.
Disadvantages:
The ground units that are yours may be unable to escape your base.

Your talking about re-making the map during game play.
Let me present this scenario.
I start playing WZ while sipping a chocolate milkshake and munching on some Mickey D chicken tenders with ranch dipping sauce.
My little brother turns on our wall mounted giant plasma 2 minutes into my MP game and tunes into "The Walking Dead" on AMC. I get distracted from playing because there are gaggles of zombies threatening to overun our heroes encampment and the fighting is getting bloody fierce. Brains splatered all over the place. Crawling torsos without legs. Decapitated heads still chomping. Cool chit.
Then I look back at my comp monitor and, holy crap, my opponents army is decending upon my poorly defended base and piss-poor army. All is lost !
No, wait, maybe not. I got 8 trucks. Let me go quick and build some cliff face between me and my opponent.
Gosh durn those new mountains are a life saver. Now I just need some Super Transports to get on the other side.
Oh yeah, my special ability borg engineer can make those without a vtol factory. Problem solved !
Damn, but I missed a bunch of "The Walking Dead" and my chicken tenders got cold. And, urgg, now my tummy hurts too.

That would make a massive mess. At best, I could see an argument for building movement-restricting trenches about "one tank" deep that you could build ramps down into, but nothing further.
