(not sure if a reboot is required or not) but, I assume so, then after reboot, run the game, and see what it does this time.
Seems like the game can't open the latest OpenGL driver form Nvidia and decide to use the old mircosoft's but turns out it was too old to use with.
Why do I say this ? Well, according to Microsoft, when we load in the openGL32.dll, the system is supposed to load the accelerated version. automagically.
That isn't happening on your system, and I can only think of, that something is corrupted.

Hum, I finally got the game running, I had try a little change just before I re-install my window:
I go a try to turn hardware acceleration setting form quality to performent (by a step to play a old japenese game, though that game didn't work, then I forgot to change the setting back...), totally by luck this game lives, but now buttons in warzone2100 goes into ?%34%? stuff.....
So...Thanks for people trying to slove the display problem.
Update: I try turning that option back to quality and the game crash again, I did this just for ensuring the problem. Turns out this game don't like Nvidia's quality service.

Can you give a screen shot of this hardware acceleration setting ?
I know there was one for image, but not for hardware acceleration.
For the font problem, you need to install a font that can render your language correctly.

Unfortunately my nvidia control panel crash after I push the system button (stupid window system protection locks it), I manage to find a pic of the setting I change form google. I change this to "Use my preference emphasizing" and pull the bar below it form "Quaility" to "Performance". I suspect that is the Hardware Acceleration setting change the OpenGL programs to use a new hardware mode that is maybe not supported by warzone2100 (Due to my knowledge, most of the pre-2k OpenGL games are running with software but not with hardware mode of OpenGL, so I would guess that is the cause of these problems to the newer card's owner.)

Yeah, that is just for image quality, nothing else, and it really shouldn't do anything with hardware acceleration. If it does, that is a bug.
Usually, when set to performance, that uses lower texture resolution and lower image quality overall (because of filters and some other things). You end up with slightly more blurred textures, because of the lower resolution.
I wish I had a Nvidia card to play with, but I don't and there really isn't much more we can do to help you out.
I just know that we have lots of other people using AMD & Nvidia cards, and your pretty much the first person with that kind of a problem that we have heard from.

I had seen some newer commercial game studio's technical team don't even respond to people for as long as two full months till people got very cross and hacked into their websites to release their own patches.
