Cannot scroll map to the right or down!

So odd... Been playing this game for a year or so, now all of a sudden I have issues when trying to scroll to the right or down with the mouse. Originally it began as a fluke, and I would exit and restart the game, and the problem went away. Now, no matter what I do, the map refuses to scroll right or down. I can use the arrows to scroll, but thats gonna hinder gameplay quite a bit
