Flying Scavenger People and Flying Cyborgs
Jetpacks should be created (a new type of propulsion) to allow cyborgs and humans to fly like VTOLs.

This type of cyborg unit has been in te game since retail days though not enabled due to the nature of how it looks as well as the unbalancing effects on gameplay.
If they unit could be reworked it could possibly be added back in though it would require both a graphic and code change to do so. See release 1.11 from the old days.
