Cursor lock doesn't work

Just installed the game.

Cursor lock does not lock the mouse cursor to the game window.

Any help?

It should only lock the mouse cursor to the game window while playing in an active campaign, multiplayer, or skirmish game. It won't lock if the game is paused or while on the main menu or multiplayer/skirmish lobby.
