Remove VTOL res reqs for Wide Spec. Sensor

This would help to make some cool things more accessible earlier like emp and nexus link. It has been said that the vtol strike tower is useless anyway. The other thing is that it is very rare in any skirmish / mp game that you ever get to use EMP and nexus link turrets, a lot of the time vtol is off so it is useless to research vtol stuff. Maybe Vtol strike tower could be done away with all together for the time being with the actual routines kept archived in the wide spectrum tower just in case it is to be resurrected/fixed in the future.

The thing is that I would really like to use EMP and I have never really had the chance in an MP game, I think it would be quite a funny weapon to use lol MAybe EMP could be ramped up a bit more, with like a counter being created such as EMP shielding that would work like say thermal armour against flamers.

VTOL turrets are pretty useless on the whole, due to their current implementation and where they occur in the tree, so this idea gets my vote.

I've never used VTOL CB turret, and the only reason I ever use VTOL strike is if I need a bit more sensor range than a normal sensor prior to getting Wide Spectrum turret.

However, removing the VTOL turrets would likely result in Wide Spectrum and thus Sat Uplink being available earlier, which could have some quite severe impacts on balance (eg. means you get Laser Satellite much sooner). Also, WS and SatUplink make radar detectors pretty much obsolete (although radar detector might still be useful if people start using ECM "Jammer" turrets).
