Uh, the rc3 was out for a long time, and there should have been some changes. IMO, it would make sense to make a rc4 and bless that one as release a week later or so, if no major problems show up.

3.1 isn't being dropped, just a technical glitch that's delaying release. I imagine 2014 is the text equivalent of a developer headbutting the desk out of frustration
