You need to have the locales set up correctly.
Which OS distro you using ?

2. how to downgrade or upgrade PhysicsFS?

For physfs, you can either get 2.0.3 from their repo, or you can use your package manager to force install 2.0.1.
As for locales, https://help.ubuntu.com/community/Locale would be your best bet for fixing that issue.
