hello is there a way of making a new propulsion type (in propulsiontype.txt) with its own sounds and effects? if so how could i do it :)

You can't sorry. You could try to hack it a little, but the propulsion types are hardcoded. Maybe you could ask the devs again, but they will probably refuse any new feature for 3.1 . So it gonna end up only in master. If you ask them, tell them we want more weapon modifiers as well :D .

Would it be a difficult proposition to de-hardcode the propulsions in the name of easier modding in future versions?

Oh ! and weapon upgrades.

NoQ : nothing beside there is exactly the number of weapon modifiers that are in the vanilla game and it's hardcoded. So if a modder want to experiment a new one, he is stucked.
