An upscaled monster size cyborg, that has two guns: The Cannon Fortress gun and the Mass Driver Fortress gun.
Research cost and unit cost should be super high.
There should be a command control limit of two or so.
For even more and higher research cost, one can make it fly like a VTOL aircraft.
Maybe it should also have very wide sensor range, Archangel missiles and/or command turret capabilities.
I think, it would be super fun, when the game has reached a point like a draw, to finish it with an epic monster cyborg battle.

I've said it before and I say it again: WZ is a strategy game, not a who-builds-the-most-megalomanic-heap-of-steel game. Spending some awful lot of resources on research of a super-weapon will only end you up with falling behind in other research, unit production and expansion. The consequence is you lose the game. High cost as a balance measure for inherently unbalanced GPMs just doesn't work. Just to put it clearly: The idea of having cannon fortress gun, mass driver fortress gun, flight capability, commander capability, archangel missiles and high sensor range in one unit is by far the biggest virtual genitalia prosthesis I've seen proposed so far. On the basis that this is serious, I seriously advise to abandon WZ and play Warhammer 40k with a titan legion instead.
