I decided to play with computer head-to-head in skirmish mode on T1 with oil derrick limitation to 2 to make a game longer. I was so surprised, when I saw that computer player reached high technologies so fast and had so many units built. It is almost impossible, because I focused only on research and used turrets to kill enemy units, so I didn't spend energy on tanks.
I guess, it was impossible to overcome me in research, so I investigated this issue more. I created a T1 game with limitation of derrick to 0 and with no bases at start. So a AI computer should have 1300 energy to spend until it fully depletes. I built about 6 heavy machine gun tanks with upgraded bullets and was defended my base. I destroyed about 40 enemy tanks, and reached his base. Before death of my tank group, I saw that enemy base had at least 4 factories, 2-3 research centres, 2 cyborg factories and some defense structures. Enemy didn't build any derrick (I used cheat "demo" to look all map). It is really impossible to buid so many on 1300 energy, so I guess enemy ai cheats or it is a bug. Is there any other way to get energy besides of oil derricks and a few lonely canisters around the map? I use version 2.0.8-RC1 (NOT SVN).

AI cheats. Set the difficulty modifier slider to the left. AI will still cheat a bit, but not as much anymore.
