There needs to be a reason why our merry band of scavs decides to travel the best part of 700 miles across potentially dangerous terrain, with limited food and water supplies and vehicles made out of junk, to get to the military base. And then a reason why they invest all their effort in getting it back online, splitting in to 3 teams of which the alpha team is hell bent on getting cyborg tech.

@Emdek: Aliens certainly shouldn't be appearing in Cam0 -- Cam4. Cam 5 or 6 is where they should arrive.
I merely mentioned them in the context of Cam0 because it would give an opportunity to a) introduce the weird Nexus cliffs, making the player aware that at some point they are going to be facing a very significant threat, and b) because it could aid the storyline in terms of making it clear to warring scav factions that they need to join forces and start thinking about how to deal with this unknown threat.
From memory, it's only in Cam3 that the project properly engages against Nexus (I could be wrong, been several years since I last played through the cam). But, in any case, I think there needs to be some defined moment in cam0 that completely changes the mindset of the scavs and makes them think properly about the bigger picture. While they might already be thinking about rebuilding civilisation, there needs to be a trigger point to make them heavily invest their efforts in getting military tech (which is their focus in cam1).
