I see your point, maybe it wasn't such a good idea. However the concept could be evolved somehow to make it more suited to the game, but not by using shields.

And if those shields would exist, how is that the world was destroyed by nukes if shields can be used?

Giani, is there a rule that everything researchable can't be original (like it was required to "exists" before Collapse)? 
Also there are other possible sources of artifacts (for campaigns).

Giani, a nuke would be able to destroy way past a shield and many more. On supreme commander forged alliance when a nuke goes off on a shield it obliterates it and destroys most of what is inside it (You can build nukes in skirmishes on that game).
