Yep, the green grass / green cliffs one is 'Alaska' and will be the one used in Cam 4.

It's not encrypted. Once you open it in hex editor, you'll easily see how simple it is.Can't modify the .ttp file (which is how FlaME loads tiles in a set) because it's encoded.
It's just header, then number of tiles in the tileset, then one byte per tile showing its type.
You can easily edit it with a hex editor.
