I think T2/T3 would be used more if we corrected the starting tech. Illuvalar helped me start such a project quite awhile ago, but it's unfinished/forgotten. AFAIK, despite all the balance changes over the years the starting tech for T2/T3 never changed, which introduces a few over powered and a few useless starting techs.

Testing is a good reason, but i'm sure many skirmish players also love T3. They just like playing with big guns (:
