First you will need QT4 to compile 3ds2pie
What operating system do you have just so as to know what you have to work with.
I made a short tutorial on how to install a pie model hope this is helpful.
https://sourceforge.net/apps/phpbb/wzgr ... 2&p=28#p28

For now you only need to get your model in game you did not answer the question of what OS you using.
This is about 3Dmax or blender?
The connectors you will find details about in the wz2100 wiki.
Firstly you have to Compile 3ds2pie so getb QT4 and compile that.

please show your pie files
And that means your page texture is not loaded.
I take it you got 3ds2pie working from you post.

This PIE 3 format and will only work in trunk build. It will not work in 2.3.0 stable as that only uses PIE 2.
Also you pie files says TYPE 0 this is incorrect change the 0 to 200.
it seems the 3ds to pie converter is in error or you did not set options in it correctly, as I dont use it I'm not 100% sure.
Looking at that pie file I see that some of your points(vertices) are set to minus in the centre column this should be all in the positive or 0 as some of your model will be below ground level, did you set your Y axis correctly when converting?
Be sure to test in a trunk build.
If you have double checked your wrf files and still getting errors try to rename your texture and wrf file and use the same naming method as default feature uses page-89-features-rockies.png.
If you still have the same error the game some times defaults to the base.wz and mp.wz archived files in the data folder these are made at compile time and are copies of data just remove them so to be sure the game is not defaulting to them.

Do what your model format will not work in stable version
You could try converting to PIE2 if 3ds2pie has that option then they will work in stable
