The hair is perhaps a bit excessive?

Just who do these guys think they are, going into battle bare-chested? John Rambo?
Joking aside, these look neat, though perhaps we could at least give them some protection, like a flak jacket (even though it probably still wouldn't do them any good)? Or maybe just a generic shirt?

Ya, I would imagine soldiers wanting helmets and flak jackets as a minimum.

Keep in mind that these guys are not soldiers, but savage warriors fighting over limited resources.
But yeah, they have some slightly excessive traits, but I wanted to keep them as close to the original as possible...

Even post-collapse I'd really expect soldiers to be kitted out with clothes. Example:

I agree with aubergine, Scavs should have a more Mad Max vibe

I've been thinking of giving the guy some kind of leather jacket, but I wouldn't want to deviate too much from the original, and as you can see on the original texpage, he actually has a bare torso.
The fields outlined in red are the ones used for the ingame soldier model. The ones outlined in green are used for the splatter effects when you shoot the scavs and, ironically, have much more detail and use a fairly large portion of the texpage.
What is also interesting is that there are unused textures for a scav hangglider unit, as well as an unused texpage where the scavs actually wear kevlar vests

Personally I don't think that they should look the same, lack of protection on desert would be bad during both day and night...
But weirder thing is that red hair (is there explanation for that?).

Also I think that there could be more than one texture for them, a bit different colors - they probably aren't clones.
Those more protected and airborne units are interesting, maybe those were meant for some scavengers "upgrades" in later missions (having them in other campaigns would be interesting)?

the all you have said above are good ideas but the goal of the AR project is to remake old graphics as close as possible to original, so if you want something completely new or just a bit modified we could make it later, or you can always make it by your own

Sure, nobody negates that, but with higher details "lack of variety" (as of units of the same type) becomes much more visible.

Maybe he's wearing a yellow or tan-colored shirt? Maybe that red hair is just a red bandanna (like the one that we see on that Scavengers icon in multiplayer/skirmish lobbies)?

Maybe so, but for me looks more like this:

I did an alternative texture with a vest
Edit: also uploaded a picture to show how they will be viewed ingame

Much better, and still in keeping with the original graphics IMHO. Maybe slightly less afro though? Also, any way to make the eyes look a bit less alien?
