Improve the multiplayer scavenger AI.

To be honest, scavengers are absolutely stupid in multiplayer, for example, if you attack 1 structure owned by the scavs anywhere on the map, the AI will send EVERY unit to the location of the attacked structure.

Here's a list of other things I've noticed:
  1. Very few units are produced
  2. No research is done (afaik), even scavengers should learn things. (there would need to be a new building for this to happen)
  3. They have no weapons that can hit VTOLs, they should at least have some sort of AA weapon, even if it isn't very effective.
  4. The only artillery they have is in the form of a mortar pit where the mortar turret doesn't move.
  5. They cannot travel over water.
  6. They don't build anything. (there is actually a scav truck template, it just moves really really slow.
Another little thing I noticed is that the texture for scavengers in an urban map show up as civilians with their hand in the air as if they're running away. It just looks plain silly.

You can change the Urban texture, but otherwise those things are intentional. Scavengers are intended to be weak.

But now they are too weak, they should at least be able to build more defensive structures, to be an real obstacle in early game.

They aren't intended to be able to build more defensive structures. They aren't intended to be a real obstacle. They're just scavs.

Then why do they exist in MP?

Also, they do have factories, so they're not completely useless.
