Would it be possible to make small update patches for future versions? Each new 2.2.x only contains an updated exe and a few modified data files, I believe. It's annoying to have to download a 50 MB installer, including all the textures and music, when a patch could be 10 Mb or less.

It is possible (well, you'd have to bring back the system of mandatory mods for data patches), but would add a lot of work to the release process. Right now, we do not have a lot of manpower for tasks such as this.
