Humans have a craze for power. They would want power regardless of cost. Once they get "Twin Everything" they will want "Tri Everything", "Quad Everything", "Quint Everything" etc. I've always like the Mechwarrior concept of weapons loading. You could have X number of anything if it could fit into the selected/available Mech chassis. While it was not practical to build one, I used to fool around with having a 4x PPC Mech that would shut down after every shot due to overheating.
That being said, we could implement parameters such as weapon heat generation, chassis heat dissipation, chassis power output, weapons power draw, etc (ala Mechwarrior).

It is a shame, but there are so many Warzone "players" out there that love to
* get unlimited power from startup
* get dozens of units in the first minutes
* get the biggest weapon asap
These people are not interested in playing Warzone. They are not interested in balancing, researching, finding and holding oil resources, thinking about strategies. For these people, no rules are the only ones they like to accept.
