It's probably licensed under the conditions of the GPL, and the GPL has been designed/written by the
GNU project (just about all "Linux" systems run on GNU so they're actually "GNU/Linux" systems).
And yes it's now that that RTS is truely free, both as in beer as well as in speech.

Ground Control is free as freeware. But not open source.

hmm, in other words: not free at all (free of charge yes, but that's the only "free" thing about it then).

Boson looked like it had some potential but it hasn't been updated in about a year.

* In my book if I don't have to cough-up cash for something and I don't have to listen to a lecture or sermon 1st, then said item is totally "free".
* Now Robert Heinlein was pretty adamant about there being no such thing as a "free lunch" - but that's a whole other kettle of worms best not raised were "silver spoons" are taken as a god given right.
* "Ground Control" is a fine, fun, game but it is very far removed in its GPMs from WZ, IMO. I wouldn't even call it an RTS but rather an RTT (Real Time Tactical).
* But why quibble over what to call it genre-wise.... it's a fun freebie, pure and simple and as was said in the 'ol six-shooter West : "Never look a gift horse in the mouth."

One game SORT of like WZ2100 is Original War. This also features building vehicles, but its a bit different... eg.
- You have limited men, each can research/heal (scientist), fight (soldier), build/repair buildings, gather crates (engineer), and build/maintain/drive vehicles (mechanics).
- Three types of resources.
- When you lose a man, he/shes gone forever.
