Commander wont build?

For some reason my commander wont build. I just unlocked the turret in the previous mission, I've upgraded my factories with the extra 2 modules and have plenty of power but no matter which factory I try to build one in it just sits with no timer or progress bar. I can build other units with the same body/tracks but different turrets from the factories.
I've tried reloading the game. I did use the time toggle cheat in the previous mission to allow me to complete all the research before mission end. But would that cause it to be unable to build a commander?

Any help much appreciated thanks.
