Ultimate Scavengers improvement

I love the Ultimate Scavengers option but it would be nice if they could be added as an enemy. Now when the scavenger defeat my enemies, I continue the game until I kill all the scavengers. Once I even saw the scavengers made a new flying machine, I know they have helicopters but once they had a tiny ship about the size of the dish on top of sensor towers.
