Single Player Mode does not Develop Oil Derricks

I have been playing most maps (if not all) that I can find for a long time in single player mode and have been revisiting some more recently.
I have noticed recently, that in many, the enemy AI for the initial trucks will build factory, command center, research facilities and power generators but will not build oil derricks. A few trucks will be built, that's it. The structures and trucks are sitting ducks for the single player who gets to them. It does not seem to matter what difficulty level the game is at, I tried Medium, Hard and Insane.
Is this a known issue or limitation of older maps in versions 4.+ or something else. I am currently playing in 4.2.4.
