I have spent several hours trying to play this game and the AI always has a armada of tanks in 10 min of game play and I have barely started to make buildings. I am doing research on vehicles, but I never get an opportunity to build a tank! How do you play this "game?" What steps are *exact* steps are needed to build a damn tank?

There is a tutorial in the main menu. Try complete it. It teaches you some basic machanics.

First finish tutorial, as Terminator say's.
Then it's a simple path lead to army.
Build Factory, then Lab, start research guns, then Command Center - and they you go, you can build armed units.
And only then build Power generator and oil rigs. But when you go first steps, don't let the power run out and you don't have a single generator.
If you play against Nullbot Easy mode, then Nullbot will attack the army very early. (Yes, it sounds paradoxical)
Try play with him at normal difficulty.
