In later phrase of games, looks like I can build some structures that I haven't researched for yet, i.e the Satelite and the Laser Control structure.

So I guess like RedAlert2, you allied shared their research with you?

If it's forced alliances at the options before starts, all intelligence is shared.

But you you are able to brake truce, and ally, then You are given the option to share research, I think.
