Probably because it's on a texture page, and surrounded by black, which bleeds into the border because of texture filtering. We had that problem with the terrain tiles in... ehm... earlier 2.x versions.

can you make the ground around the oil to doesn't shine and has partial transparency?

I haven't had the time to write the code yet, but I'm planning to use the normalmap alpha channel as specmap in the shader. That way, models without a specmap will still use the diffuse map, while normalmapped models will take the color from the diffuse and intensity from the spec.
About partial transparency: Anyone know how to enable it?

ARGH!!!!1!
I just realized that gimp automatically sets rgb to black for all pixels whose alpha value is zero. Which means that the black artifacts around the oil resource have reappeared, and my normalmaps need to be replaced with backups (not that hard but I have to rename them back)

you can fix that with photoshop cs5..its best solution..

Photoshop cs5 is excellent, no doubt, but it's not cheap, unless you pirate it (who would ever do such a terrible thing?)

I think it's adjustable ... are we talking about png import?

Unfortunately, we're talking about png export, or even just internal operations like applying a mask :/
Although for using alpha channel as specmap, a simple workaround would be to brighten the specmap by one step before applying it as alpha.
