As for inspiration, I think looney toons (more specifically roadrunner & coyote) was one of the more influential inspirations. Borderlands maybe a bit, but one of the more ground-breaking games when it comes to toon shading is XIII.

there was also one similar with a girl with blue hair

You can download the zip here: https://github.com/epilef/mod_cartoon/a ... master.zip and compare it to the stuff you find when you extract the file base.wz (you know how mods work, right?)
To answer your questions:
Not all textures are repainted yet, for example, factory still uses old texture. If you want to know how I do it, I simply paint over the old textures in GIMP, using my wacom intuos 3 tablet.

I've been busy with university stuff, but as a matter of fact, I actually modeled a car wreck for this mod as late as yesterday. Haven't had the time to export/upload anything yet though.
Also, this is a very beginner-friendly mod so for anyone who wants to try making stuff in 3d for warzone, don't hesitate to contribute.
