I also think more countermeasures would be interesting, there could be lasers (either new emplacements or modifying the existing AA lasers) that would be able to shoot down incoming rockets, so even if an area has no CB radars, they could defend themselves from incoming rocket artillery fire (but not howitzers, and not have the ability to retaliate).
If multiturrets return (possibly in the style of one main turret, and one light "support" (cyborg?) weapon), you could choose to set flares on the second turret, so your heavier, slower VTOL's could shake off guided missiles, lighter versions of the anti-missile lasers could be mounted on your tanks and vtols to shoot down incoming AA or AT missiles. This should come at the cost of increased weight, so you probably wouldn't use them on lighter vtol bodies where speed is of importance.

fusion cannon sounds uber overpowered even at a high price/long production time

I don't know where you're getting these numbers, but "4500" is not "medium range", and "1250" is not "low range". Oh, and, you can't freely choose "appropriate targets", you have to pick a type: AP, AT, AS, Arty, Flamer, or All-Rounder.
