I agree on that, I sometimes have my army on other place when my base gets killed. I can give a final blow in some cases and win myself.

That would definitely make the command center useful. ^_^
While playing I thought about it a little more and I like the idea but I think if it is done you should add more HP or armour to it. Otherwise a lot of players would build mass VTOLs only to destroy the CC and see all of the opponents buildings/units.
