I would like to suggest an anti-weapon for mortars. I have posted a detail bug report about mortars being too powerful in the past and some modifications were made, but, anyway, I truly believe that the only way to balance weapons fully at this point is to create that anti-mortar device. Also, this device could perhaps be used against long range rockets as well.

Arguments why I think this is a good idea:
- Mortars can be researched rather early and give players enourmous advantage (disbalance).
- Making it easy to destroy mortars does not solve the problem as you never put them in the front lines to be easily destroyed :)
- Making them less powerful does not fully solve the problem. This is because you may have as many mortars as you wish raising the power of them as whole. The more mortars enemy has, the more trucks you must use to defend your structures. Problem is that the number of trucks is limited (this might lead to my second proposal).
- It is not difficult to create that anti-weapon. I imagine it as some sort of tesla tower that simply decreses damage made by mortars in some area. Don't need much effects here.

Another additional proposal: I believe that the reason why there is a limited number of trucks available is purely technical. It would be great if it would be possible to increase maximum number of trucks available.

How would a Tesla Tower affect mortar rounds? It's purpose is to transmit radio signals and supply remote devices with AC power...
However, there are two anti-mortar weapons. They're called counter attack and CB-radar. Being a major pain in the ass is the whole idea of having artillery in any RTS game.

ECMs are being questioned, most of the dev team agrees with its implementation, but they're trying to find a way for weapons to target flying projectiles (I'm pretty sure).
But I'm not that upset with mortars. Are they so powerful? Fight fire with fire. Develop them and blow 'em up: A mortar viper wheels unit has much less HPs than mortar pits. Despite the fact that it's much more easy to repair buildings than to keep repair turrets alive.

Try using mechanics? Although they're kinda useless if you're up against mortars. ;)

But mortars aren't too hard to defeat. Steamroll them with cannons. Problem solved.

We're adding ECMs in terms of preventing sensors from seeing into ECM fields. We are not going to have the ability to shoot projectiles... well, hmm, I guess it could be an early function of lasers. Regardless, that's in the "nowhere near the near future" pool of stuff to worry about.
