balace in 3.2.x version

I find like #4331 bug in R-Cyborg-Hvywpn-HPV and R-Wpn-Missile2A-T research.
and
All buildings do not have basic heat armor #4616

Probably, there are other changes in the balance sheet as compared to 3.1.5.
I am interested in the attitude to these differences:
We will fix them whenever possible or we have a new balance?

In these cases, balance should be equivalent to 3.1 and earlier. Ticket #4616 I will fix.

Ticket #4331 says it has been fixed. It isn't?

Works for me. However, looking at the research file, "R-Cyborg-Hvywpn-HPV" and "R-Wpn-Missile2A-T" do something similar to #4331 where weaker cyborg weapons are auto replaced by something better.

See 55f5998c52a0cb2e889aa60c92e79167fc6dc8ed. It does the same thing I did for #4331.

Any thoughts on ticket #666? It wants the research order to be turret -> tower. This makes some things like EMP weapons faster to obtain and enables the EMP mortar with a few changes (smaller radius and slower reload).
