Mayhem Mode Skirmish is always disabled

I've heard that Mayhem mode enables scavengers so they can stop trucks from just rushing to the oil pools (especially those AIs) and overall gives me a higher chance of surviving a compstomp situation (me vs. multiple AIs).

So, how do you enable it? I know default maps have scavengers, I loaded default maps and nothing happens. Mayhem is still off.

As far as I know.. the maps with scavengers on always have them there on the map?
