MSVC devpkg not include libtheora_static?

I tried to build revision 8304, and found that a necessary library dll was not included in the devpkg.

Where can I find libtheora_static.dll?

Alias: Cipher[SSC]

System Specs:
OPERATING SYSTEM: Windows 7 Professional
CPU TYPE: AMD Athlon II X2 250
CPU SPEED: 3000 MHz
SYSTEM MEMORY: 4 GB (2 x 2GB, DDR2)
GRAPHICS CARD MODEL: NVidia GTS 250

Did you read the svn log for that change? Logs make for some nice reading when you run into these issues.
