Tech not appearing

Playing through the campaign and I just got to the first mission where there is water and hovercraft. I have no been able to find the repair station tech , the cobra body, or medium cannon and I cannot upgrade my factory to build medium strength units even though I researched the factory upgrade.

Am I doing something wrong?

I wondered why I didnt have the repair station yet on the mission where you repel wave after wave of Paradigm attacks.
