Bring back 2.3.9 in the lobby

There is still interesting mods that can be played in 2.3
There is still players that bug of simply prefer 2.3 to 3.1
I've been told that the 2.3 would still be accepted in the lobby but it doesn't.

Please, fix that.

but you are hindering them by not telling what the issue is.
I am sure they can fix it if someone told them what is wrong.
